Mosen Ltd appointed as Independent Safety Assessors for Singapore’s North-South Corridor

Mosen Ltd is pleased to announce its appointment as Independent Safety Assessor (ISA) for Singapore’s landmark North–South Corridor (NSC) project.

The North–South Corridor is one of Singapore’s most significant transport infrastructure developments. Extending approximately 21.5 km from Admiralty Road West in northern Singapore to the East Coast Parkway (ECP), the corridor will provide a major new north–south transport link, improving connectivity and relieving congestion on existing road networks.

The project comprises approximately 12.3 km of underground road tunnels and 9 km of elevated viaduct and at-grade roadway. The tunnel system incorporates dual three-lane and four-lane tunnel sections, major underground interchanges, advanced traffic management systems, tunnel ventilation systems, fire protection systems, operations control centres and associated facility buildings.

Mosen’s appointment follows a competitive international tender process conducted by the Land Transport Authority (LTA) of Singapore.

Under the contract, Mosen will undertake an independent assessment of the operational readiness and safety of the North–South Corridor prior to its phased opening. The assessment will encompass the tunnel, viaduct and at-grade sections of the corridor, together with the associated operational procedures, emergency arrangements, traffic management systems and life-safety infrastructure.

The appointment includes review of:

  • Tunnel and infrastructure safety provisions
  • Ventilation and environmental control systems
  • Fire detection and water mist fire-fighting systems
  • Traffic monitoring and incident management systems
  • Emergency response and evacuation arrangements
  • Operations and maintenance procedures
  • Organisational readiness and staff training programmes
  • Trial operations and emergency exercises

As Independent Safety Assessor, Mosen will provide independent advice and assurance throughout the final stages of project delivery and operational preparation, culminating in an assessment of whether the corridor is ready for safe public operation.

The North–South Corridor incorporates numerous advanced safety and operational systems, including longitudinal tunnel ventilation, automatic incident detection, comprehensive CCTV surveillance, variable traffic control systems, emergency communications infrastructure, linear heat detection and a tunnel-wide water mist fire protection system.
